The European PROGRES development programme has published a Public Call for Proposals for Local Infrastructure Projects, for which the European Union and the Swiss Government earmarked around 1.5 million Euros. The 34 local self-governments in the European PROGRES Area of Responsibility - in the South East and South West Serbia - are eligible to submit their project proposals within the Call, which is open until 6 May 2016.
Within the Public Call the local infrastructure projects are divided into two Lots. Lot 1 comprises social infrastructure projects, such as the construction or reconstruction of educational, health and cultural institutions, sports facilities, projects aimed at improving the living conditions of vulnerable groups and the social services extended to them, as well as environmental infrastructure projects , such as projects aimed at improving waste water treatment, energy efficiency and reducing pollution.
The value of the individual projects to be funded within this Lot may range from 30,000 to 100,000 Euros, while the local self-governments must provide co-funding ranging between 10% and 49% of the total project value.
Lot 2 comprises economic infrastructure projects, the individual value of which may range between 30,000 and 200,000 Euros, while the local self-governments are to provide co-funding ranging between 10% and 49% of the total project value. All the project proposals have to be orientated towards creating an environment enabling sustainable economic development.
The applicants will have to elaborate in its project proposal on how the implementation of the project will contribute to improved local governance and respect for good governance principles (accountability, efficiency, transparency, participation and non-discrimination) in the relevant local self-government.
“The European Union and Swiss Government continue extending support to projects, which ultimately aim at improving the lives of people living in South East and South West Serbia. Indeed, the new local infrastructure projects are to help achieve that goal. We thus call on the local self-governments to engage in the preparation of quality project proposals addressing the needs of the population and corresponding to their development priorities,” said European PROGRES Programme Manager Graeme Tyndall.
Each local self-government may submit one project proposal per Lot, but only one grant per applicant may be granted.
European PROGRES will organise info sessions about the Call requirements and application procedure for all interested local self-governments in the period 28 March -1 April 2016. The dates and venues of the info sessions will be published on the Programme website.
